SEBI Innovation Sandbox

The SEBI Innovation Sandbox, launched in 2019, is a testing environment that allows FinTech companies and technology innovators to test financial market solutions using anonymised historical data provided by SEBI-regulated entities, without the requirement to obtain regulatory licences during the testing phase.

The SEBI Innovation Sandbox was established through a circular issued in May 2019 as part of SEBI's broader RegTech and FinTech initiative. Recognising that stringent licensing requirements could be a barrier for early-stage innovations in capital market technology, SEBI created this controlled environment to allow experimentation while preserving investor protection and market integrity.

The Sandbox operates on the principle of regulatory forbearance during testing: entities testing products or services within the Sandbox framework are not required to hold the regulatory registrations that would be necessary for actual market operations. This allows innovators to validate their ideas using real market data structures without incurring compliance costs prematurely.

The anonymised historical data used in the Sandbox is provided by market infrastructure institutions (stock exchanges, depositories, clearing corporations). This data covers trading records, order book information, settlement data, and other market microstructure details, scrubbed of identifiable information to protect privacy.

Applications eligible for the Sandbox include technologies for order management, risk analytics, surveillance tools, investor profiling and onboarding, RegTech compliance automation, blockchain-based settlement solutions, and artificial intelligence applications for market monitoring. The applicant must demonstrate that the innovation has the potential to improve market efficiency, reduce costs, or enhance investor outcomes.

SEBI evaluates applications on the basis of the innovation's novelty, market readiness, potential regulatory implications, and the applicant's data security capabilities. Approved entities receive a Letter of Intent that permits Sandbox access for up to 12 months.

Upon successful Sandbox graduation, entities may seek regulatory licences through the standard application process, with SEBI having prior understanding of the technology's functionality and risk profile. The Sandbox has attracted applications from algorithmic trading solution providers, robo-advisory platforms, and blockchain-based settlement experiments.
